Extradition Agreements With Hong Kong

Article 1 of the Agreement lays down the obligation for each Party to exclude persons sought by the other Party for the purpose of prosecution or to impose or execute a sentence in accordance with the provisions of the Agreement. It also provides that references to “surrender” in the agreement are to be interpreted as references to “extradition” in Irish law. Delivery cooperation between the United States and the HKSAR has been significant over the years. The latest data from the U.S. Marshals Service shows that HKSAR made 47 deliveries to the United States between 2003 and 2012 and ranks 18th out of 137 countries and regions during that period. 1. Any document attached to an application for surrender in accordance with Article 9 shall be admitted as evidence, if certified, in any proceedings before the court of the requested Contracting Party. The U.S. move elicited a similar reaction, with China also termating these agreements.
