by. 49. “Encourage Pakistan`s participation in any advocacy association that serves the interests of the United States of your kind. Priority should be given to the creation of such an arrangement between Pakistan and Turkey. Given the competing interests of the two interests involved, tensions in Pak-US relations could inevitably be expected. The United States has sought to extend its containment policy and the aid was aimed at protecting non-communist countries from the aggression of communism. But for Pakistan, it was all about increasing its military and economic capabilities vis-à-vis India. Pakistani leaders have focused on the security of Pakistan, which has been threatened many times by India. Second, they thought that the United States could help resolve the Kashmir conflict by pressuring India to hold a referendum in the region. It was in fact Indian aggression that brought Pakistan into the pacts we sponsored. Pakistan stressed that the threat of Indian aggression is a great evil rather than communism and that aggression must be combated wherever it comes from. In fact, Pakistan was not so much threatened by Soviet aggression. We were still hesitant to let go of India and we didn`t want to him off.
India was therefore assured that Pakistan would not use its weapons against India. Pakistan`s decision to join the Western pacts drew the ire of the Soviet Union, which threatened to attack Pakistan after the U2 incident. On the other hand, it pushed India to seek help towards the Soviet Union, which willingly extended it to India against Pakistan. Pakistan`s decisions to sign a cooperation agreement with Turkey and a defence mutual aid agreement with the United States were evidence of its increased participation in a common front against communism. Pakistan`s cooperation agreement with Turkey has eluded the promotion of regional defence agreements by the United States. The Air Force (MATS) has air transit agreements with India and Pakistan. Paragraph 20: “Helping governments in the region develop their natural resources, particularly agricultural resources, and their basic industrial potential, including technical assistance and limited economic assistance.” The 1949 Act was amended and re-approved on July 26, 1950.  In 1951, the Economic Cooperation Act and the Mutual Defense Assistance Act were followed by the Mutual Security Act and its newly created independent agency, the Mutual Security Administration, to oversee all foreign aid programs, including military assistance and non-military economic assistance programs, which strengthened the defense capacity of U.S. allies. After disagreements with General Charles de Gaulle over the leadership role of the United States in the NATO alliance and the support of American governments to right-wing military regimes, in accordance with the declared communist containment policy – as Franco-Spanish state and reorganization of Portugal  or the Greek supreme regime   following the vietnam war protests  , left-wing public opinion in the United States and Europe has raised the question of whether POPs are being used as instruments of any “American political imperialism.”  The CIA`s utterly enigmatic role in these programs has also fuelled the controversy that culminated in the fall and assassination of Chilean President Salvador Allende after an alleged CIA-sponsored military coup in 1973 – a controversy that has yet to be resolved.  We have actively sought to prevent and, if possible, prevent the shipment of strategic materials to the communist bloc.
